I had my brakes much more flush with the bars when I first recieved the bike...and of course a few really wierd crashes where my bike actually flipped once to land on theseat and bars to slide 10-15 feet...I could always switch them sides and change the housings sides to make them look nice and shiny again...The under side of them brakes look like new Razz

I think they are actually large shock absorber like things you find inside large structures. They are there to take the flex of the building during high winds.
